The trigger was the establishment of a papal nunciature in Munich, where all dispensations for other spiritual authorizations that had previously been granted by the archbishops were to be obtained. The nuncio Giulio Cesare Zoglio immediately seized almost all spiritual jurisdiction, while the archbishops forbade their subjects to turn to the papal nuncio.
