St. Louis, Mo. - Iron workers, whose union leader expressed fear for their safety operate a hydraulic jack atop the 630-foot Gateway Arch here today, forcing the legs apart by six feet for insertion of the keystone tomorrow. The jack lies across the top of the arch. The black slits are windows from which visitors will view the city of St. Louis. The crane is attached near the top of the south leg of the arch.
